Can a phone charger charge a laptop?

Sometimes — but a USB-C plug by itself does not tell you whether the charger can safely provide the power profile your laptop expects.

Three things must line up

First, the laptop must support charging through that USB-C port. Second, the charger must support a compatible USB Power Delivery profile. Third, the charger and cable must provide enough rated power for what you want the laptop to do.

A 30W phone charger with a 65W laptop

If a laptop targets 65W and the charger can provide only 30W, the charger is the obvious ceiling. Some laptops may still accept the source and charge slowly. Others may warn about a low-power adapter or behave differently depending on the port and charging policy.

Why it may work while the laptop is asleep

When the laptop is sleeping or powered off, system load is much lower. That can leave more of the charger's limited output available for the battery. The same charger may become inadequate once the CPU, display or GPU are active.

What if the phone charger is 65W?

A 65W USB-PD phone charger can be a good match for a 65W-class laptop if the selected port actually supplies 65W and the cable supports the path. On multi-port chargers, check the per-port allocation table rather than the total number printed on the charger.

USB-C is not the same as USB-PD

USB-C describes the connector. Power Delivery is the negotiation system used for higher-power charging. A charger can have a USB-C port without offering the exact PD profile your laptop needs.
